Los Angeles Department of Water and Power (LADWP) has a 120 year history of suppling water and power to Southern California, Modernizing and replacing an aging infrastructure is a critical operational need to maintain a high quality of service. Traditionally LADWP used Design Bid Build as their approach design and construction to its water infrastructure. Due to the quantity and timeframes required for upcoming construction projects, the department looked to use Progressive Design Build (PDB) as a way to expedite the project completions and gain greater cost and schedule certainty. LADWP had no experience with PDB in the areas of Procurement and Project Delivery and had an expected spend of over $2B.

Simplar was engaged by the department to provide training and assistance in procurement best practices, solicitation (RFPs) development, organizational readiness and transformation, project delivery, and risk-based partnering and planning. Using the XPD process, Simplar has assisted on over $1B of projects, including 3 PDB infrastructure projects, advanced RFPs in professional services/consulting, and emergency on-call services for the power system.
