Los Angeles Department of Water and Power’s (LADWP) first Progressive Design Build project was the largest PDB water project in the US at a value of $0.5B. LADWP leadership knew that their teams had little or no experience purchasing and delivering PDB projects and that their current practices would hinder the optimal implementation of the process. The department engaged Simplar to assist them in implementing the project from procurement through project delivery.

Simplar’s role in project delivery began prior to procurement, with the early work focused on training and education, team selection, leadership coaching, organizational change planning and implementation, and Project Advocate. Using Simplar’s Risk-based partnering and Planning tools, early trust and transparency was created between the vendor and department teams, greater leadership alignment was created, and individual accountability grew.
